I personally have no answer, having visited there only twice and neither time with a boat trailer. I can only recommend the South Portland government web site for possible answers (web address not allowed but you could find it using Google).
You can walk up and around the lighthouse from dawn to dusk since it is in a park. The lighthouse itself is not open. It is a very small lighthouse but fun to go visit.
