Democratic Gov. Andy Beshear has signed off on a bill that will lower Kentucky’s individual income tax starting next year.

Fulfilling comments he made earlier, Gov. Andy Beshear has signed GOP-led House Bill 1, which drops Kentucky’s income tax rate by one-half percent, to three-and-a-half percent,

Lowering the income tax rate has been a priority for Republican lawmakers in recent years. Gov. Andy Beshear signed the bill Thursday.

Kentucky's bill to lower the state's individual income tax has been signed into law. The Senate took up the bill Tuesday, the first day that lawmakers reconvened since the January break. Republicans have supermajorities in both chambers.

Final passage came on a 34-3 Senate vote to lower the tax to 3.5% from 4% at the start of 2026. The bill goes to Democratic Gov. Andy Beshear, who has said he supports the tax cut. It continues a downward trend in the personal income tax rate since the GOP gained full control of the legislature in 2017.

"This has been supported by Republicans. It's been supported by Democrats. In the end, I support it because it's going to help you," the governor said before putting pen to paper.

House Bill 1, which cuts the state's individual income tax from 4% to 3.5%, passed the Senate chamber by a 34-3 vote Tuesday, the first day lawmakers returned to Frankfort after a three-week hiatus. It'll go into effect Jan.
